I understand that, but the behaviour in the webclient is different if
you

a. create a new workcenter (then it's decimal)
or
b. edit an existing workcenter (then it's time)

While in the GTK Client it's always time.

In my opinion the widget in this case has no advantage, it rather
confuses users, if the behaviour is different.

Bug description:
  Hello,

  if you create a Worcenter in the Webclient, the Timefields are shown as decimal Fields (1.5).
  Only after you save it once, and edit them, they are shown as Timefields (01:30).
