Yes, you are right. This problem occurs in the web-client 6.0.3.

But in latest trunk web this issue already resolved.

This is not a blocking issue, so for stable version we can not consider
it.

Bug description:
  Hello,

  if you create a Worcenter in the Webclient, the Timefields are shown as decimal Fields (1.5).
  Only after you save it once, and edit them, they are shown as Timefields (01:30).
