This appeared in 6.1 because dashboards are now actions linked to the
top-level menus. As you need to have read access to the target of a
menu's action to be able to see it, it is now required for everyone to
have read access to the board.board model.

This was fixed in addons at revision 5769 rev-id:
odo@xxxxxxxxxxx-20111122131818-uvkq39xagwixf1ya
