@ jignesh : The video you uploaded shows that the user is modifying
ir.values for all users. which should not happen if the user is not
administrator or does not have equal rights then administrator. This
changes was done in trunk to allow user to modify its own values. you
can check its available at revision 3713:
vmt@xxxxxxxxxxx-20111003161404-s5wjo99q90oi435q

  can not run installation assistent as user with admin rights because
  user can not create/update ir.values
