  Unable to import Customer Country or State by name for contact
  addresses

Status in OpenERP Addons (modules):

Bug description:
  With OpenERP 6.1 RC1 I don't see a way to import many2one fields with
  the CSV import wizard, except by database ID.  For example res.country
  or res.country.state.  The import wizard only gives the option to
  import to the ID field.
