I have seen this change land on v6 too so I think it's on purpose.
However it seems reasonable to cancel draft invoices.

Additionally, many companies (ours is one of them) also consider it acceptable to modify an invoice, as long as the fiscal declaration has not been made. Usually they will close a period on each fiscal declaration, but they need to make the invoice go canceled>draft>validated.
So, if the "cancel" button is unavailable for validated invoices, a button to reset an invoice to "draft" when the period is open would be useful.

Bug description:
  The cancel button is no longer showing on customer invoices (both
  draft and open invoices).

  There is no way to cancel an invoice!  I must first validate the
  invoice, then do a REFUND, then choose Cancel from the REFUND window,
  which marks the invoice PAID, which is not correct either.

  You should be able to cancel a draft invoice.
