I agree (partly) with your explanation, but in 61 it is possbile to do
so even if account_cancel is NOT installed - this is the problem

and as I said frequently

account_cancel should be called account_delete as
cancel (at least here in Austria) implies to create a new move + movelines with reversed debit credit accounts or negative amounts

what the module does is erase / delete and that's against  good
accounitng practice  (and not complying to law)

  Incomplete

Bug description:
  1) posted journal entries / items must not be cancelable 
  2) canceled items must not be deletable  

  there is a module account_cancel which must be installed to allow this
  "forbidden" option.

  in general " posted account move lines must never been canceled and
  deleted" to conform best accounting practice
