  [v6.0 & v6.1][account] account.period build_ctx_periods method return
  more periods than those asked when period_from_id == period_to_id

Bug description:
  [v6.0 & v6.1][account] account.period build_ctx_periods method return more periods than those asked when period_from_id == period_to_id
  This method should just return just period_to_id
  This patch is what I think should be done
