Hello Peter,

You brought the right point out as far as my live environment is
concerned.

In another aspect, if you are a project manager of a Project, you can
only create a task for the projects in which you are a manager or one of
the members.

For the sake of consistency, Assignee also should follow the standard.
You should be able to select only members of the project selected.

A very important point brought into notice.

Bug description:
  Create a project with 2 members.
  Create a task, goto search view res.users -> you can choose somebody who is not a project member ...
  This should not be possible.
