Hello,

The main problem is we can not create a period for Fiscal year.

You have tired without demo date that's why this problem is
occurs.Another way to reproduce : create a Fiscal year and try to create
it's monthly or 3months period then this _constraint faced.

Here you have faced this same problem because If we creates a db without demo data then fiscal year can not created. 
After that when you have tried to install any chart of account, then first it will create a Fiscal year as well as period first, So this problem is generated.

  Can not allow to create a period for fiscal year

Bug description:
  openobject-addons/trunk revno 6577
  openobject-server/trunk revno 4057

   - Create new db
   - install account_accountant
   - Configure chart of accounts (I tried with Italy and Switzerland)

  Get

  "Error occurred while validating the field(s) date_stop: Invalid
  period ! Some periods overlap or the date period is not in the scope
  of the fiscal year."
