  [6.1] reports: formatLang() must respect timezones

Bug description:
  openobject-server/trunk revno 4057

   - Create new db and install 'stock'
   - Set your timezone
   - Create new delivery order
   - Print 'packing list'

  Report shows the UTC time, as saved in db, even if the template uses
  '[[ formatLang(picking.min_date,date_time = True) ]]'
