As per your comment #3 , Its also working fine When you type
small "п" , but continuing to type "...артньор" is not working so
I am confirming this issue for this point.
I have attached a video for more reference.

Opera 11.61 and Firefox 10.01.
In fact this is in all many2one fields, when I'm using cyrilic. The database is Bulgarian by default when created.
1. Create a partner (or some other) with cyrilic symbols, for example Партньор.
2. For example go to Sales order and create a sale order. In the Partner field, start to type пар... and it doesn't recognize it, if you are writing it with small letters. You have to start with exactly capital letter to recognize it and offer it as a choice in the drop down menu.
It shouldn't be case sensitive when searching whatever. It wasn't case sensitive in 6.0 also. So I consider it a bug.
