Hello Kyle Waid,

I have checked your Issue, But I think you might have a missed
something..

In 6.1 When you try to "Upgrade" the system. At that time you can not
update the system and cancel it. so state will be set into "to be
upgraded". That means system upgrades is not completed. That's why you
must cancel an upgrade on next time. than it's again come to "Install"
state.

So 6.1 and 6.0 both have different functionality. don't try to mix-up.

  Apply scheduled upgrades button missing

Status in OpenERP Addons (modules):
  Incomplete

Bug description:
  In 6.0 there is a button 'Apply Scheduled Upgrades" this button does
  not exist in 6.1. As a result you must cancel an upgrade and click
  install to be able to install it. I see no other way to install a
  module....
