I agree with you , It should includes vat codes '00' .
Currently report "Annual Listing Of VAT-Subjected Customers"
includes vat codes '01','02','03','45','49'.

Bug description:
  Hello,

  In the belgian localization, the report "Annual Listing Of VAT-
  Subjected Customers" includes vat codes '01','02','03','45','49'.

  According to our accountant, it should also include code '00'.
