  base_vat - check onchange instead of button

Status in OpenERP Addons (modules):
  Confirmed

Bug description:
  companies are obliged to check the vat number (probably different
  rules in different countries)

  IMHO this should be implemented as onchange (the company must not
  depend on the mercy of the user)

  the VIES check date must be recorded - the button seems only necessary
  to do the vat check for existing VATnumbers.

  installing this module should check all existing vat numbers against
  VIES
