I also noticed today in addition to it selecting EUR by default, it
makes it the base currency with a conversion factor of 1.00. When I
change the default currency to USD, it will not change the factor to 1,
but leave it as a conversion of a EUR. As a result, when I purchase a
product it will automatically change the sale price of the product. This
is very bad. This should be fixed ASAP. There are more and more people
every day in the US going to OpenERP and this just wont work for them.

Bug description:
  In 6.1 when you create a new database it chooses EUR by default. This
  is bad practice. In the United States we do not use Euros and any
  other country would also have the same problem. If I choose an
  american chart of accounts it still uses Eur as the default currency.
  There is no option to select this.
