This is not a bug, but it's your suggestion.

We have provided a OpenERP as a generic way, So we can not put more condition/restriction like this.
If you need this then you can customised your code and If you want to contribute then put a MP for this.

But as a bug, we can not consider this.

Title:
  Stock: assigned moves should be re-checked after forced assignation

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  OpenERP lets users force assignation of a stock move regardless of whether other moves have already been assigned the same goods (and regardless of the goods even existing in the first place).
  But when a move is forced assigned, the other moves stay assigned too.
  As an improvement, I suggest that any other assigned move from the same location with the same product should be checked, and unassigned if the stock is now expected to be insufficient.
