I have checked your issue.But it's working fine at my end.
For your more reference ,I have attached video .Please take a look.You can't find  this filter on quotation become it's is different  object.

  Dashboard from a filter

Bug description:
  When you create a new filter in the reporting section (of Sales for
  example) and you add this filter to the dashboard page, the new
  dashboard doesn't consider the new filter (even if it was previously
  saved) but the default filter. It seems to be the same for graphics...
