Hi Vishal:

that is my steps to show the error message
1.- choose any invoice reconciled
2.- Open the journal entry
3.- Right clic to show reconciled entries
4.- use unreconcile wizard
5.- thats show error

i attach a little video of that.
additionally i will test thats uninstalling the mexico localization at my end.

  select any journal entry that have reconcile id and use the Unreconcile Wizard
  2) The result you observed
