I found this answer on launchpad  “ https://answers.launchpad.net/launchpad/+faq/619”;.
OpenERP uses  ISO-639 language codes for .po files  and country codes for localization modules and Slovenia has different country and language code. 
So it is not a bug . Sorry to bother You , but anyway ,thank You for quick response.

  Wrong country code for Slovenian translation

Status in OpenERP Server:
  Confirmed

Bug description:
  Slovenian translation for all modules in OpenERP is in sl.po files.  "sl" is country code for Sierra Leone.
  Country code for Slovenia is "si" so all translations should bi in si.po files.
