I have checked your issue with the latest trunk and synchronized with the thunderbird but I didn't face
any problem regarding the hours as you have describe in your bug specification. Could you please be more  specific on this issue with related screenshot or video what you did at your end.

Would you please see the attached video and informed us where you faced
the problem.

Title:
  timezone problem, caldav meeting time is different from webclient
  meeting time

Status in OpenERP Addons (modules):

Bug description:
  Observed on trunk as of 2012-04-21

  The meeting time of events in a caldav connected client (thunderbird
  lightning in this case) are off by 2 hours. I suspect this is a
  timezone issue.

  This problem occurs in a number of different places, see for example
  bug #982881
