Hello, 
       we have traced the issue and fixed the issue  onhnage of the model change the action report to the model, but while doing this  please make sure that report which being refereed will also get respective changes else it will lead to programming erros on module development. But on the Other hand you can also make some valid comment on the same process can not be done on creation but report are dynamic in their behavior so better to do it via code and add new reports. Updating model will shift only respective action to the Model View report actions but other changes has to be done according to the Model,.
     The Issue has been fixed in branch lp:~openerp-dev/openobject-server/trunk-bug-972042-jam and have proposed fro merging in trunk server.

  report action object does not update correctly

Bug description:
  Creating a report action and assigning it to an object sees that
  action appear on the side-bar for the associated object.

  If I change the object that the report action is assigned to, it still
  appears under the object that it was first defined for.
