Hello ,

To reproduce this issue.
Create a new db with Portuguese language.

If you load translation after create database.
or  update base module,  it shows  correct translation.

Translations comes form , base/i18n module.

Title:
  Purchases menu is not translated to brazilian portuguese even though
  the translation string is there

Status in OpenERP Server:
  Confirmed

Bug description:
  The purchases root menu (base.menu_purchase_root) never get translated
  to portuguese, even though the translation exists in the server.
