OK, this now has a new problem:

Can not create the module file:
/opt/openerp/server/bin/addons/c2c_budget/wizard.zip !

the zip file does not contain a wizard.zip

  c2c_budget fails to install

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  when I try to install c2c_budget in OpenERP 6.0.4 I get

  "Error occurred while validating the field(s) parent_id: Error ! You
  can not create recursive Menu."

  c2c_reporting_tools installed fine
