Yes your are right. We have to create a new user. I have faced the same
error on runbot as well as my system's latest trunk.

Bug description:
(trunk), tested in runbot (not _all)
create a user and give him access to employee and partner manager.
Then log you as this user.
AccessError
Operation prohibited by access rules, or performed on an already
deleted document (Operation: read, Document type: Email Thread).
