You are creating the Picking Reference automatically using the workflow

We are creating the Picking Reference MANUALY because we want to create some 50 moves with the same Reference
manual creation creates always a IN picking

  Deliver Product produces IN-picking

Bug description:
  To Reproduce

  Warehouse/Product Moves/Deliver Product

  Create new "Deliver Product" Line
  Create a Picking - it is always of type "in" - which is confusing for outgoing products

  Why dow we need it
  The Deliver Product is the only form where virtual stock location destinations are allowed

  I would consider all manual moves from and to stock locations of usage 
  usage|name
   inventory   | Inventory loss
   inventory   | Scrapped
   procurement | Procurements
   production  | Production

   as "internal"
  but the Warehouse Management / Internal Moves does no allow these usages
