Hello,

Account_payment_paypal is only compatible with v5, If you are trying to
install this module on v6 and anymore then it will gives a error,
Additionally we have renamed this wizard on account_payment module(V6
and after) like account_payment_populate_statement.

That's why you have faced this error. Also account_payment_paypal is removed from the extra-addons on version 6 as well as trunk.
So If you want to use this module on v6 then you have to customise code by your self.

Note: you can try import account_payment_populate_statement instead of
import wizard_populate_statement (may be this help).

After all this is not a bug, that's why I am converting this to
question!

Bug description:
  I have installing the account_paypal and account_payment modules " No
  references to account_payment.wizard_populate_statement" that error
  has occur, pls help to solve the error.
