Thanks for reporting!
In account.journal, have already validation for currency. That's why I am fixed for the account.account only. 
It has been fixed on lp:~openerp-dev/openobject-addons/trunk-bug-1015459-amb  branch with following revision no and id.

  The solution to this error message is (thanks to https://launchpad.net
  /~alexis-via):

  - a constraint on account.account to prevent someone to enter a "Secondary currency" which is the same as the company currency
  - constraint on account.journal to prevent someone to enter a "Currency" which is the same as the company currency

  Please take this improvement under concideration.
