The Bug has been fixed in lp:~openerp-dev/openobject-server/trunk-bug-1009936-tpa and at Revision #4189 By Turkesh Patel so i am setting but to Committed.

Bug description:
  Trunk,

  select photo in partner form and then set as company. uploaded photo
  will removed and  it will set the default photo of the company.
