Right, I see -- the user should have only done `Generate Opening
Entries` and left the year open. I was working with faulty assumptions
:)

All sorted now; the video makes it very clear.

  "Cancel Opening Entries" wizard only allows selection of FYs which are
  still open

  Invalid

Bug description:
  The wizard needs a closed fiscal year, but only allows open fiscal years to be selected.
  The attached patch fixes the condition in the wizard.

  Affected version: 6.1.1
