Sorry, I don't see that the stock manager inherits stock user's rights.
Then, there is no problem.

access_stock_picking_user,stock.picking user,model_stock_picking,stock.group_stock_user,1,1,1,1
access_stock_picking_manager,stock.picking manager,model_stock_picking,stock.group_stock_manager,1,1,0,0
I don't know if we can qualify it as a bug...
but i find strange that a warehouse user has all rights on the object stock.picking
and the manager has just read and write access on this objet.
The common sense makes me think that it should be the contrary, no?
