"Review Your Expenses Products" this configuration wizard are not existing any more in trunk, So this issue is only affecting to 6.1.
The problem occurs because the Purchase UOM is by default take as a "PCS" and you have changed the default UOM, that's why this constraint is raised, The solution is when you have create a product form this wizard the purchase UOM will taken form this view's context not as a PCS.

But this is not a blocking point, You can create a expanse product form
sale/products/products menu and tick "Can constitute an expanse" ans you
will able to create a "Expanse" product.

So we can not consider this issue for stable,for these type of If you
have a support and maintenance  contract with us then you can contact

Title:
  [6.1]Can not create HR expense product if its UOM other than PCE

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  SETTINGS->HR Management/Review Your Expenses Products->Create

  When I create a new product with UOM different from PCE it says 
  ------------
  ValidateError

  Error occurred while validating the field(s) uom_id: Error: The default UOM and the purchase UOM must be in the same category.
  ------------

  And I am not able create hr expense product with different UOM.

  I am using current 6.1 newest version from Launchpad and am using web
  client.
