Would please try with below step. It's definitely solved your problem.

>> Go to advance search
>> Than set : "Active" = "is False"
>> Apply.

Now you are able to show Inactive action... :)

Title:
  Action rules in base.action.rule which are not active do not show up
  in the view

Status in OpenERP Addons (modules):
  Invalid

Bug description:
  The summary is pretty self-explanatory, if i make an automated action
  'unactive' it dissapears from the view, this is probably caused by a
  domain restriction and should be an easy fix...
