  no journal entry item created for Salary rules

Bug description:
  Version 6.1
  Openerp Web
  Payroll module

  If the Salary rules 's Appear on Payslip" ticked, the journal entry
  will automatically generated, however, if unticked, no journal entry
  items are generated
