Hello Ferdiand ,

I have checked this issue with latest code but its not affact any group 
because currently in group object field  'rule_groups' has 
domain=[('global', '=', False)]. So rules global not apply any 
group.

  portal new rules must not be global

Bug description:
  if rules are required for a portal then these must not be globel
  because only rules for this portal will be displayed
