Hello Ferdinand ,

Yes _get_value set global True or False in rule.But as I said domain set on group 
domain=[('global', '=', False)]. So rules global not apply any
group.

  portal new rules must not be global

  Invalid

Bug description:
  if rules are required for a portal then these must not be globel
  because only rules for this portal will be displayed
