Hello Vijay,

You can not make the bug as a "Invalid" without giving the proper reason
because If you doing like this then It will the wasting of lots of
persons time, like bug reporter also bug qualification members too.

Now first thing is it's clear cut bug, if you don't find the bug please
double check the bug and ask for the producing steps.

Reason for bug: If I assign some menu under portal then this menu won't
accessible by any other user. Do you think this is not a bug..?

Keep in a mind that, If I add some module and some configuration , It
will never break the old working functionality

I have prepare a video for you and attached with this bug, So would you
please check it. It will give you clear idea.

Please don't make the bug as a invalid , If you don't have a proper
reason for it(you have to put the comment that why this bug is invalid),

  portal menu configuration must not alter existing menu access
  permission

  currently adding an existing menu to the portal menu list adds group
  access rights of the portal to this menu item and thus removing it
  from general availability (which must not happen)
