I have checked your issue with latest 6.1 but I didn't face this this
issue at my end also lp:445306 was fixed since ago.

I have tried the following scenario.
Attached one attachment for one partner without document module then after installed the document module.

I am able to see those attachment which I was attached with partner.

So would you please check it again and notify us.
