The default portal is now turn key. Adaptation of the portal menu or
additional portal creation will be done by integrator customization. So
the wizard has been removed.

Bug description:
  portal menu configuration must not alter existing menu access
  permission

  currently adding an existing menu to the portal menu list adds group
  access rights of the portal to this menu item and thus removing it
  from general availability (which must not happen)
