Improper module list testing.

Bug description:
Hi,
It seems quite weird to me that whenever I update my module list, the
server checks all the modules in my addons for the __openerp__.py and
gives a incomplete error message when something is wrong in that file.
Like for example I by mistake inserted 'medium' as the complexity and
when I was updating the server I got the following error message:
The value "medium" for the field "ir_module_module.complexity" is not
in the selection
Now, in this error message you can see that there is no information
that which module is responsible for this error. Also, when I searched
I found that the module that generated this error was not even
installed.
I really request that we should imporove the error handling in
OpenERP. Also, I don't understand the logic behind checking the errors
in the uninstalled modules.
I am using version 6.1.
