The problem still exist.

1. Compose new Message
2. Write Subject, choose Asustek (they have mail)
3. Wrete description
4. Click on send

Access Denied
The requested operation cannot be completed due to security restrictions. Please contact your system administrator.
(Document type: Email composition wizard, Operation: create)

I try to play with Security and rules, but it gives me transition error
in Record Rules

Bug description:
  Hello,

  I am trying to make new user, which will compose email message from
  the home screen. New user have top rights, but the it has no right to
  send mails.

  Access Denied

  The requested operation cannot be completed due to security
  restrictions. Please contact your system administrator.

  (Document type: Email composition wizard, Operation: create)

  Then when I try to add record rule, I have this error:

  ValidateError

  Error occurred while validating the field(s) model_id: Rules can not
  be applied on Transient models.
