Hello Emiliyan,

Yes, I have face the same problem at my side. and when try to apply
Rules on object at that time I have face the problem : " Rules can not
be not applied on Transient models".

That's why I am confirm this Issue with medium Importance.

  [trunk] 7.0 Can't compose message from Home with other user

Bug description:
  Hello,

  I am trying to make new user, which will compose email message from
  the home screen. New user have top rights, but the it has no right to
  send mails.

  Access Denied

  The requested operation cannot be completed due to security
  restrictions. Please contact your system administrator.

  (Document type: Email composition wizard, Operation: create)

  Then when I try to add record rule, I have this error:

  ValidateError

  Error occurred while validating the field(s) model_id: Rules can not
  be applied on Transient models.
