I have checked this issue with latest trunk.
I have export uom category , uom then import UOM category and UOM.
But its working fine after that I have import your csv but problem with 
UOM type.  

I have attached csv file for correct this problem.

So would you please check it and correct me if I am wrong.

Bug description:
  Hi,

  I'm trying to import a massive list of products. They have new UOMs
  and UOM categories. I'm trying those first. I've tried to export
  existing UOMs ones and reimport them and it just does not work.

  I've attached the csv files just to ensure that I don't have some
  simple mistake.
