Hello Jacara,

I have checked your issue in latest trunk with revisions : 
    (Build 23729)
     Server  : 4523
     addons : 7904
     web  : 3336
And I have faced same issue with payroll management that Still I am able to delete employee payslip in done state. This is not correct.  So, I am confirming this issue.

  I'm testing 6.1 version payroll management. And I found some BUG.

  It is still able to delete on waiting or done payslips.
