I checked your issue and with latest build and I have faced same problem
with that popup window. And Its seems like a web issue.So, I have
transferred it to web.

Title:
  [7.0] Unable to view / select other entries in popup window

Status in OpenERP Web:
  Confirmed

Bug description:
  In 7.0, go to settings->group->pick a group to edit->access rights
  tab->scroll to bottom->click on "Add an item"

  1. Scroll back to the top
  2. First row, object column->click on down arrow at the end of input box
  3. Click on "Search More"
  4. When available options exceed popup window size, unable to view / select other entries. See attached image
