Title:
  UOM Ration should not be allowed = 1.0 for bigger or smaller

Status in OpenERP Addons (modules):
  Confirmed

Bug description:
  Reference UOM = Ratio 1.0

  Bigger or Smaller ration can not be = 1.0
  Exception should be raised if user tries to configure a UOM that is bigger or smaller than the reference UOM with a ratio of 1.0
