According to bug report, Your issue is totally changed at comment#7 .

So I would like to suggest, If this type of issues then please report a
new bug instead of reopen the old bug.

Because If this type of issue we will assign our RD team then they will
confused that which point should be fixed(bug).

So please report a new bug, if you have found another point rather than
the bug description.

  7.0 modul: installable:False - can be selected for installation

Bug description:
  IMHO the code gets installed , the module remains in state "to be
  installed"

  the button "install" should not be available
