I have checked your issue with latest trunk, but I didn't face any
problem while Installing sale or accounting module with fresh db .So.
Would you please try with latest and provide us more information about
your issue?

Bug description:
  Server revision: 4661
  Web revision: 3572
  Addons revision: 8264

  
  How to replicate:

  Create new database

  Install Sales module (or Accounting module, no difference):

  Blow-up with the following message:

  '..... ValueError: No such external ID currently defined in the
  system: account.account_payment_term'
