  [Trunk] no specific menu to close periods

Status in OpenERP Addons (modules):
  Incomplete

Bug description:
  Hello,

  I might be wrong, but I think you have removed the period menu in
  accounting / Configuration.

  My question is how do we close period now ?

  By the way, it would be more logical to have a specific menu to close
  period in the periodical processing rather than in the configuration
  (due to acces rights)

  Waht do you think ?
