I have checked your issue with default tax for purchase as TVA déductible (achat) 19,6%. it's working fine for me.
For your more information ,I have attached screen shots. please have a look .

Title:
  [7.0] purchase invoice line bad vat

Status in OpenERP Addons (modules):
  Incomplete

Bug description:
  When I create a purchase invoice and add a line, the default value of
  VAT is  TVA-VT-19.6 or in my accounting configuration is TVA-HA-19.6
  in "Configuration -> Configuration -> Accounting -> Default purchase
  tax"

  module installed is french accounting : l10n_fr
